Previously, he served in the Ohio House of Representatives from 1975 to 1983, was Ohio Secretary of State from 1983 to 1991, and was the U.S. representative for Ohio's 13th congressional district from 1993 to 2007. He is a member of the Democratic Party , and has been described as a populist .
